ALBANY - U.S. Sen. Charles Schumer called for a tough national sex offender registry Tuesday to close gaps that allow sex offenders to elude detection when they move to a new state.
"The registration system now is a patchwork. There are gaping holes," said Schumer. He was flanked at a news conference across from the Albany County Courthouse by the district attorneys of Albany, Rensselaer and Schenectady counties.
Schumer described a convicted rapist from Oregon who failed to register as a sex offender in New York and was allowed to serve as a foster parent in Jefferson County to dozens of children for four years …
