Fed: ACT signs controversial health agreement = 2

The states and territories have been deadlocked over the five year funding deal withthe federal government.

The commonwealth was offering $42 billion, a $10 billion boost, but the states weredemanding more.

The states argued they needed at least 27 per cent more to maintain existing servicesand wanted the health funding to be discussed at Friday's meeting between the premiersand prime minister.

The Commonwealth's offer requires matching funding from the states, which face financialpenalties if they fail to sign by Sunday.
