FED:Higher priorities than new Iraq inquiry

Federal Opposition Leader TONY ABBOTT has dismissed a call for a fresh inquiry into
the Iraq War, saying there are more important priorities for Australia.

The push for a new examination of Australia's part in the conflict comes from independent
MP ANDREW WILKIE, who says there needs to be a full explanation of the reasons for our
involvement.

He wants former prime minister JOHN HOWARD and his then foreign minister ALEXANDER
DOWNER to front any inquiry, but Mr ABBOTT says the war in Iraq started eight years ago
and people have moved on as there are higher priorities for Australia at this time.

However, he says if there was an inquiry, it should include the role of then opposition
foreign affairs spokesman KEVIN RUDD, who was adamant that SADDAM HUSSEIN had weapons
of mass destruction.

Tas: Liberals education plan the first major election policy

HOBART, Feb 19 AAP - The Tasmanian opposition has pledged to spend an extra $83 million
over four years to improve the state's education and training.

In the first major policy announcement ahead of the March 18 election, opposition leader
Rene Hidding today pledged to raise the standard of education throughout Tasmania.

Speaking in Launceston in the electorate of Bass, Mr Hidding said education standards
had declined after seven years' of Labor government.

"(The Labor government) has presided over declining education standards, overcrowded
classrooms and thousands of Tasmanian students falling through gaps," he said.

Under their education and training policy, the Liberals plan to reduce student numbers
in prep and grade one class sizes to 20. Classes from grades two to six will be capped
at 25.

Mr Hidding said an extra 202 teachers would be employed and $5 million would be provided
over five years to build more classrooms.

"The Lennon Labor government has been so interested in its special deals for special
mates that it has allowed education standards to fall and failed to get it right for all
Tasmanians," Mr Hidding said.

The education policy plans to employ 54 new early learning specialist teachers and
establish a $5 million university scholarship program.

It will also deliver an additional $2.5 million over four years to assist students
with special needs in government schools.

BRISBANE, April 15 AAP - Long-serving Queensland independent MP Dorothy Pratt has announced
she will not stand for her seat of Nanango at the next state election.

Mrs Pratt was originally elected to state parliament as a member of Pauline Hanson's
One Nation Party in 1998 in the then seat of Barambah.

That seat was later abolished and swallowed up by Nanango, which Mrs Pratt won as an
independent after leaving One Nation in 1999.

She was re-elected in 2004, 2006 and 2009.

Mrs Pratt has indicated she is disillusioned by the political system.

"I had such faith in democracy, as they say, but I am now under no illusion as to the
fact we don't have it in Queensland and we don't have anyone who really wants to ensure
that we do in the future," she told ABC Radio.

Nanango is in the conservative heartland and Mrs Pratt's former seat of Barambah is
best known for being the electorate held by one of Queensland's most controversial premiers,
Sir Joh Bjelke-Petersen.

Sir Joh was Country Party and National Party premier from 1968 to 1987.

The seat is a must-win for the Liberal National Party if it wants to win the next election
due in March 2012, but Mrs Pratt said she hoped it would be held by another independent.

An 11-year-old girl is recovering from surgery .. after being shot in the thigh by
a man who'd knocked on the door of her southwestern Sydney home.

Police are appealing for witnesses to the overnight shooting .. which they believe
was a random attack.

A frustrated gunman fired about 11 bullets into the home on Roberts Road at Greenacre
about 10.35 (AEDT) .. one of which struck the girl in the leg.

Police say the man knocked on the door of the home .. but became upset and began firing
indiscriminately when told a person he was looking for didn't live there.

Acting Inspector KATE PAGE has told Fairfax Radio Network .. the girl was apparently
an "accidental" victim .. and police hope to interview her later in the day to get more
details of her attacker.

A 16-year-old boy gashed his foot badly .. apparently while avoiding the shots.

Police aren't ruling out a connection between the shooting and a stabbing earlier in
the night at nearby Chester Hill.

Forensic experts are still examining the scene at Greenacre .. and are conducting a
canvass of the area.

Both major parties are making a last-minute bid to woo West Australian voters ahead
of Saturday's federal election.

Prime Minister JULIA GILLARD will spend the morning campaigning in the state where
Labor holds just four seats.

Labor MP GARY GRAY has told ABC radio it's the PM's third election campaign visit to
his state .. and shows her willingness to go the extra mile .. or seven thousand kilometres
.. to put her case.

Internal party polling shows Labor's trailing by less than a thousand votes in two
marginal Liberal-held seats in WA .. and there are nine thousand new WA voters following
the successful High Court challenge by advocacy group GetUp!

Deputy Opposition leader JULIE BISHOP says the coalition's contacting every one of
those voters .. and when the polls close in the east .. all eyes will turn west.

Fed: Overheating risks to keep RBA's hand poised over rate lever

CANBERRA, April 9 AAP - If we have learnt nothing else this week, we now know that
when Glenn Stevens talks about the need to gradually lift interest rates, he's means size
rather than frequency.

Although financial markets had started to lean towards a rate rise this week - especially
after Reserve Bank of Australia (RBA) governor unexpectedly popped up on breakfast TV
- there was still a cluster of economists who took "gradual" to mean at least alternate
board meetings.

And you can see why they stuck to their guns after a run of fairly limp data in the
weeks before Tuesday's meeting of the central bank board.

February retail trade dropped 1.4 per cent, February building approvals fell for a
second straight month, down 3.3 per cent, and earlier released February employment grew
by just 400 workers.

In fact, Thursday's labour force report for March showed that the February outcome
was downgraded to a 4,700 fall, the first drop since August 2009.

Still, just days before his pre-recorded interview with Sunrise's David Koch was screened,
Stevens as good as told a Sydney audience that when it comes to rate decisions we should
expect the unexpected.

He had never vowed to make rate changes that wouldn't surprise financial markets or
borrowers more generally, he said.

February's decision to leave the cash rate unchanged is a case in point, as most expected
the central bank to return for the summer break with its hand firmly on the rate lever.

"We have certainly never made a commitment not to make surprises," Stevens said.

"And nor should we, nor should any central banks."

In the end, the majority called this week's rate decision correctly with the RBA lifting
the cash rate for a fifth time in seven months, taking it to 4.25 per cent.

Interestingly, the governor's accompanying statement to the rate announcement dropped
the words "flexible" and "gradual", leading some economists to expect yet another rate
rise in May, particularly as he didn't appear to baulk at February's soft run of data.

"The board judges that with growth likely to be around trend and inflation close to
target over the coming year, it is appropriate for interest rates to be closer to average."

Tuesday's decision was "a further step" in that process.

Stevens and his team repeatedly have pointed for the need to get lending rates back
to "average", suggesting that at least another 25 basis point increase is on the cards
in the next month or so.

But his latest statement was particularly upbeat, suggesting that there are likely
to be even more hikes after that.

He noted that Asian growth had continued to be quite strong, contributing to pressure
on prices for raw materials.

This in turn will lift Australia's terms of trade, adding to incomes and a build-up
in investment in the resources sector, and lead to output growth over the year ahead exceeding
that of the previous 12 months.

This strength comes despite the diminishing effects of earlier stimulus measures.

The unemployment rate has also peaked at a much lower level than earlier expected and
the declining pace in business lending has lessened.

Housing credit had expanded at a solid pace, albeit moderating in recent months as
interest rates rose and the impact of the government's more generous first home owners
grant tailed off.

"Nonetheless, at this point the market for established dwellings is still characterised
by considerable buoyancy, with prices continuing to increase in the early part of 2010,"

Stevens said.

RBC Capital Markets senior economist Su-Lin Ong said his pointed comments on the housing
market suggests this would be a key factor in future RBA deliberations.

"Jawboning from the RBA on the housing front is likely to continue, and while there
are a number of factors underpinning the strength in house prices, the still modest level
of mortgage rates is clearly a contributing factor," she said.

Whether or not the central bank lifts rates once or twice in the next three times,
this is unlikely to be the end of the policy tightening process.

Macquarie Bank interest rate strategist Rory Robertson believes Mr Stevens is worried
about a rerun of economic "overheating" along the lines experienced in 2007/08.

Unemployment then fell to four per cent and underlying inflation started running at
an annualised rate of four to five per cent.

"Sooner or later the RBA almost certainly will find what it sees as good reasons why
policy 'normalisation' is not enough," he said.

The RBA was focused on the risk of much stronger wage and price pressures in the next few years.

"If things continue to unfold as policymakers expect - with high-growth Asia continuing
to fuel resource prices, our giant mining boom, above-trend economic growth and lower
unemployment - it's easy to see the RBA hiking from 4.25 per cent today to 6-6.5 per cent
by the end of next year," he said.

Four asylum seekers suffering life-threatening burns from a boat explosion will arrive
in Brisbane this afternoon .. where they will be operated on almost immediately.

They were due to arrive at the Royal Brisbane hospital last night but were deemed too
unwell to travel.

The hospitals director of burns Dr MICHAEL MULLER says the four men .. who are all
in induced comas .. will need extensive care.

He says they will be in intensive care for some weeks .. and cared for by the hospital
for many months.

The quake .. which registered a magnitude of 1 .. happened just before 1.30 this afternoon
(AEDT) and was centred between the towns of Hall and Murrumbateman .. north of Canberra.

The tremor could be felt up to 60 kilometres away .. but there have been no reports of damage.

BEIJING, Aug 8 AAP - Our land is "girt by sea" and there was a distinct ocean feel
to the Australian athletes' uniform as they marched in the opening ceremony for the Beijing
Olympic Games tonight.

Outback ochre has featured before, as has the traditional green and gold of the wattle
tree, but not tonight.

Navy blue on the bottom and gradually fading through lighter hues to peak in a silvery
white cap, the 230 competitors - about 70 per cent of the Australian team members in Beijing
- resembled waves bobbing as they strode proudly into the National Stadium, known affectionately
as the Bird's Nest.

The Australian athletes beamed and waved as they entered the arena third-to-last of
the 205 nations in keeping with the position of Australia according to the Chinese alphabet.

They were led by six-time Olympic rower James Tomkins, a popular choice as flag bearer.

Comparing his experience leading the Australians into the arena to winning three Olympic
gold medals, Tomkins said: "It's quite different, but I'm just as proud carrying the flag.

It's a huge part of the whole Olympic experience."

Speaking before he entered the stadium, he said: "I'll be pretty pumped and just over the moon."

Designed by Australian fashion label Sportscraft, the outfit had been kept tightly under wraps.

It featured dark, three-quarter length cargo shorts for the women with tie-up detail
at the cuffs, and dark trousers for the men, with both wearing stylish belts.

The team's polo shirts went from royal blue at the waist to light blue, ending in silver
collars and were topped by lightweight sports jackets in the same pattern.

Many of the women wore silver ballet pumps.

With the soundtrack played in the stadium on a constant loop of world music, Australia
ended up entering the arena to the sound of bagpipes.

They received a loud ovation from the crowd and Prime Minister Kevin Rudd waved from the stands.

The sky had been extremely hazy all evening and the air motionless, creating a steamy
atmosphere inside the open-air venue.

Many Australian athletes opted not to march in the conditions, particularly those with
events starting tomorrow, including the swimmers and road cyclists.

Four billion people were expected to watch the opening ceremony on television worldwide.

Qld: Attorney says three-month wait for evidence 'not normal'

BRISBANE, Feb 15 AAP - Queensland's Attorney-General Kerry Shine says it's "not normal"

for a judge to allow a self-confessed criminal three months to gather evidence to secure
a lesser sentence.

A north Queensland judge, who last year allowed nine child rapists to go free, has
given a teacher, who has admitted forcing an 11-year-old indigenous boy to perform oral
sex on him, time to gather evidence that he was educating his victim in "men's business".

The Australian newspaper reported today that teacher James Last pleaded guilty in Cairns
before District Court judge Sarah Bradley last week to seven counts of indecently dealing
with an 11-year-old boy over a four-month period in 1983.

Judge Bradley has granted a three month adjournment to allow Last, who claims he received
no sexual gratification from the assaults, and his lawyers to find an anthropologist to
support his claim that he had been trying to introduce the Torres Strait boy to "traditional"

islander sexual practices.

Judge Bradley granted the adjournment despite the prosecution saying it had two witnesses
ready to debunk the claim that such practices were part of indigenous "men's business".

Mr Shine said today he had sought a briefing on the case from the Director of Public
Prosecutions.

He said the defendant had a right to provide a legal argument which could mitigate
any sentence that might be imposed by the judge.

And Mr Shine said it was "quite open" for a judge to allow expert evidence to be gathered
and decide what weight it should be given.

But Mr Shine said three months was not normal.

"In the normal case most people who tend to plead guilty have their case prepared for
that event," Mr Shine told ABC Radio.

"That is, they have their submissions ready to be placed before the court for the court
to make that determination (of a sentence).

"What's happening here is not totally abnormal, it's not as if it's not heard of before
... but it's not normal."

Asked whether he would be watching the result closely, he said: "Of course. Absolutely."

Mr Shine this week sought an extension of time to appeal sentences given by Judge Bradley
to nine child rapists.

his department to approve the Gunns plan.

marginal Sydney electorate of Wentworth tomorrow.

his parole conditions.

electronic ankle bracelet .. following his release from Silverwater Jail today.

The anklet will let NSW corrective services officers know where LEWTHWAITE is at all times.

Mr WOODHAM says exclusion zones .. possibly around schools .. will be developed ..

and LEWTHWAITE will be arrested if he goes inside them.

He says LEWTHWAITE will wear the anklet indefinitely .. and he'll need permission to
walk outside the house.

LEWTHWAITE is the first parolee in NSW to be tracked this way.

A missing magnum handgun and ammunition .. feared stolen from a washing basked in a
Melbourne driveway .. has turned up.

Police say a member of the family has recovered the dangerous weapon .. ammunition
and a mobile phone .. that went went missing in East Malvern on Thursday night.

The family member who found the items had recently left the property.

Police say the gun is not believed to have been used in any crime .. but they had been
concerned that it could have ended up in the wrong hands.

MELBOURNE, April 28 AAP - A schoolgirl who secretly carried her baby to full term and
then punched it to death moments after giving birth feared losing her parents' respect
after becoming pregnant, a court was told today.

Lauren Jayne Curnow, who had pleaded guilty to one count of infanticide, was a 17-year-old
secondary school student at the time of the killing and never told her family or friends
after she became pregnant to her boyfriend, the Victoria Supreme Court was told.

Justice Bernard Bongiorno today sentenced her to a three-year good behaviour bond and
ordered her to undertake counselling and other treatment under the directions of her psychologist.

Crown prosecutor Jeremy Rapke QC told the court Curnow, now 18, of the Ballarat suburb
Wendouree, stayed home from school, because of labour pains, on August 17 last year.

She gave birth to a boy in her bedroom while kneeling on her bed. At the time her mother
was outside washing her car.

Curnow cut the baby's umbilical cord with scissors, punched the baby several times
to the head, wrapped it in a towel and placed it beside her bed, the court was told.

Her mother found the baby wrapped in a towel in her daughter's bedroom and took them
both to the Ballarat Base Hospital.

Curnow's lawyer Tony Lewis told the court his client kept her pregnancy a secret because
she was afraid of how her family and friends would respond.

"She kept that secret from not only her parents and also her friends ... she did so
because of an underlying fear of losing the respect and love of her parents, and in particular
her father," Mr Lewis said.

Judge Bongiorno said some people who did not know all the facts of the case may believe
the sentence did not punish Curnow, but he said he did not believe she should go to jail.

"I am satisfied that the interest of the community and particularly the interest of
you are best served by you becoming a useful member of society, certainly not by going
to jail," he said.

"(Your) punishment could be served without you having to serve more time in jail."

Curnow's mother Debra Curnow told the court that her daughter's relationship with her
father was strained at times and he was a strong disciplinarian.

She said her husband loved his daughters but showed it through firm discipline.

When initially questioned by police about the baby's death, Curnow said she collapsed
on the baby due to exhaustion from giving birth, the court heard.

However, when told the baby's injuries did not fit that explanation she admitted that
she hit the boy several times after giving birth because she did not want to keep him.

Mr Lewis told the court his client had never been in trouble with the law before, had
pleaded guilty at the earliest time and there was "powerful" evidence of her contrition.

Infanticide, carrying a maximum jail sentence of five years, is a crime where a woman
willfully causes the death of her baby when she has not fully recovered from the effects
of giving birth.

Austin Health psychiatrist Anne Buist told the court that while Curnow knew she was
pregnant, her method of coping was through denial and when the baby was born she had an
overwhelming lack of psychological coping skills and she suffered a dissociative psychosis.

IT'S TIME TO TAKE CONTROL.(Features)

[bar] ew women I know have enough time to do everything they have to, plus some for themselves. (Working mothers probably count me-time in minutes per week rather than hours per day.) The resulting 'worry hurry sickness', as psychologist Professor Cary Cooper terms it, can affect our health. Most doctors agree that stress is a significant factor in problems ranging from insomnia to heart disease.

But a new book by personal development expert Michael Heppell, who coaches Davina McCall and Chris Evans, might just help. How to Save an Hour Every Day, which covers pretty well your whole life, starts by advising 'Please don't read this entire book'. His first tip is that we can sift through huge amounts of information in minutes and decide what's important and what's not: 'Trust your intuition and you'll quickly see where you need to start.' Then the clincher: 'Actually start.' My intuition whizzed to a section called 'Cut the clutter'. For years, I'd filed anything 'pending' on my office floor. Yes, I lost things. Yes, I spent hours every week moving stuff from one pile to another. And yes, I had plenty of drawers - but they were full of winter bedding. Within five minutes, I'd ordered eight storage bags - for next-day delivery - which enabled me to put the bedding in the attic (labelled, as Heppell instructs, so I know what's in which bag) and move everything off the floor.

Hallelujah! Daily life feels more under control. I've now cleared the car, handbags - and some kitchen cupboards. It may not sound significant but, as Heppell points out, an hour a day is four blocks of 15 minutes, and the time and energy I save adds up to one hour. Other simple practical ideas ? Divide your time into blocks (from ten minutes to two hours or more), and allocate tasks you know you can complete realistically in that block.

Exercise needn't involve hours at the gym: visit Heppell's website, saveanhour.co.uk, for a link to fitness expert Paul Mort's tips, including a four-minute 'hotel room work-out' (under the Resources section).

Only check your email at set times, allocate significant ones to sub-folders headed 'do it now', 'good read' and 'maybe', then delete the rest.

Don't make long 'to do' lists - you never complete them. Instead, the night before, write down five important things to do - and do them.

Buy a roll of bin bags, then have a monumental clear-out. Take it all to the local charity shop.

After your wardrobe clear-out, re-hang your clothes by colour.

Switch to internet banking. ? Streamline daily activities - eg, keep a scissors and recycling bag beside where you open your post; sort post into three 'to do' trays (labelled action, file and live, the last for things you need to put your hands on quickly).

Find a 'no message' card you like and buy a stash. On the first day of every month, write all the cards you need for that month, eg, for birthdays and anniversaries, put stamps on them, then file in your action tray ready to post.

Carry a small notebook and pen at all times, and make a note of ideas and things to do as they come to mind.

A recent study in the UK shows that a monstrous 4.1 million tonnes of food is thrown out each year, as a result of household and industry waste. The last comprehensive study on food waste in the US was conducted in 1997, and it revealed that each year Americans discard more than a staggering 43 million tonnes of good food. No doubt this figure has risen steeply since, no thanks to the rise of the supermarket and the flourishing of fast-food outlets. In this part of the world food wastage is equally troubling.Aa A lack of statistics means that we can't put exact figures on the problem but an article published in The Peninsula daily newspaper in Qatar last September did give an indication. It reported that across Qatar during the holy month of Ramadan, around 100,000 tonnes of food waste was carted away daily from venues offering Iftar - the daily meal to break fast.

So in a 'throw-away-happy' society like Dubai, famed for it's all-you-can-eat buffet deals and brunches, one can onlyAa imagine the amount of food waste that is consistently being generated. A Dubai chef, who asked to remain anonymous, but works for a large hotel chain in the city, told 7DAYS that he recently prepared a massive banquet of food - all of which, ended up in the rubbish. "We prepared aAa banquet costing dhs18,000 for some high profile people recently," says the chef. "But the person that the banquet was in aid of only made a five-minute appearance at the event. He didn't touch the food and left promptly. Everyone else in the room also left soon afterwards, so the entire dhs18,000 worth of food was thrown in the bin."Aa Conscientious Dubai mother, Mariam El-Accad, who also designs her own clothing line, Half Pint, says that she often thinks establishing a food waste collection service would be ideal in Dubai."I have always thought it would be a great idea to collect all the untouched food from hotels and restaurants and take it around to the labour camps," says Mariam. "Maybe the labourers would not like the food, and maybe more waste would be created re-packaging it, but I am sure someone could come up with some good ideas to make such an idea work, and save food waste." So what can each individual household do to try and reduce waste? A recent feature in the UK's Guardian offered the following tips:

BEWARE OF THE SUPERMARKET

Supermarkets are dangerous, because the idea of the one-stop shop encourages you to buy more than you need. If you do have to go to a supermarket, make a list of what you need beforehand, and stick to it rigorously - but do check that these are groceries you genuinely need, and not items you have just got into the habit of buying.

IGNORE TWO-FOR-ONE OFFERS

More often than not, supermarket two-for-one offers exist because the items in question are nearing their use-by date, or to give shoppers 'the halo effect' - the feeling that they are in a place of endless bargains. But stop and think: are you really going to eat those 12 iced cakes before they go stale?

Two-for-one offers are only great value, provided you know how you can use the extra food.

SHOP DAILY FOR PERISHABLES

By shopping daily for what you need, you are less likely to buy mounds of vegetables, meat and fish that will then sit in the fridge going off.

BE STORAGE SAVVY

There are tonnes of household tips for storing foods to increase their longevity, including topping and tailing carrots as soon as you buy them to prolong their life, keeping apples in the fridge so they last days longer than in the fruit bowl, and ensuring your olive oil is kept somewhere cool and dry to prevent the breakdown of the fatty acids. The European Commission has referred the assessment of the proposed acquisition of Kabel Baden-Wurttemberg (KBW) by Liberty Global Inc. (LGI) to the German competition authority (Bundeskartellamt) at the latter request. The Commission ruled, on 17 June, that the proposed transaction may significantly affect competition in the market for the provision of free-TV services to housing associations, where contracts with tenants are negotiated collectively, a big market in Germany. KBW is a regional cable network operator in Germany providing TV, broadband internet and voice telephony services to customers in the German federal state of Baden-Wurttemberg. LGI is an international cable operator. It owns and operates cable networks offering TV, broadband internet and voice telephony services in 11 countries across Europe. One such cable network is Unitymedia, which is the second largest cable operator in the country and operates cable networks in the German federal states of Hessen and Nordrhein-Westfalen.

Dukan Diet goes on trial as creator sues rival for libel.(News)

THE slimmers of the world will have their eyes on a Paris courtroom today when the Dukan Diet goes on trial.

Its creator Dr Pierre Dukan has launched a libel battle against a rival who says the low-carb regime increases cholesterol and could lead to heart problems and breast cancer.

Originally launched in France, the diet has proved an Atkins-style sensation in Britain and the US, with millions following it in books, newspapers, magazines and on the internet. Some 250,000 copies of the Dukan Diet have been sold in the UK alone.

Asked for the secret of its British success, Dr Dukan replied that it was down to two factors - 'It works, and Carole Middleton.'.

Mrs Middleton and her daughters Kate and Pippa are all said to have followed the Dukan with spectacular results in the build-up to the royal wedding. Celebrity Dukan fans include Jennifer Lopez and supermodel Gisele Bundchen.

But Dr Jean-Michel Cohen, himself the author of several diet books on the French best-seller lists, insists that plenty of exercise and everything in moderation - including chocolate - is the key to successful weight loss.

Attacking the Dukan Diet in a Parisbased health magazine last month, he accused doctors, pharmaceutical companies and the media of 'climbing on the bandwagon of this fantasy'.

He says the protein-based plan is potentially lethal and ends up bringing misery to the millions around the world who have adopted it.

In line with the relatively modest libel payouts available in French courts, Dr Dukan is suing for a modest [pounds sterling]13,000 in damages at the Palais de Justice in Paris. But if he loses, he risks wrecking the worldwide slimming empire which has made him millions.

The Dukan Diet aims to establish users' 'real weight' before helping them maintain it for the rest of their lives, concentrating at first on 72 highprotein foods including fish and no-fat yoghurts. Copious amounts of oat bran are also involved.

Vegetables and carbohydrates are introduced later on, but dieters must have one protein-only day a week for the rest of their lives.

Dr Dukan claims that 40 per cent of those who follow his diet never regain weight - compared with the usual figure of around 80 per cent.

The rival regime preferred by Dr Cohen allows slimmers to eat anything they like so long as they stick to programmes varying from 900 to 1,600 calories a day. They can thus create good eating habits and build their own diets based on likes and dislikes - as well as avoiding anything which might affect their health.

In a case expected to last a week, Dr Dukan's lawyers will argue that disagreements between doctors are acceptable, but that Dr Cohen has gone too far.

Richard Malka, Dr Cohen's lawyer, will respond that the allegations of libel are 'ridiculous and abusive', adding that medical experts are 'unanimous in believing that the Dukan Diet carries grave risks'.

Thank you, President Romo. Good evening, everyone. And congratulations, Class of 2011!

I'm not going to make them all stand up again, but I want to join President Romo in acknowledging all the moms, dads, sisters, brothers, aunts, uncles, grandparents, godparents, husbands, wives, children, and friends who are here tonight.

I have a good friend who often says that "we all drink from wells we didn't dig, and are warmed by fires we didn't build." Tonight, graduates, you stand on the shoulders of those who have helped you get to this special day. It would not be possible without their sacrifice, support, encouragement, and love.

I know many of you have waited a long time for tonight. And my promise to all of you, especially the graduates, is that I won't make you wait much longer. I'm authorizing the mariachi band to cut me off if I go over 12 minutes.

It's an honor to be here tonight at UTSA, one of our country's fastest-growing research universities, an engine of the local economy, and the home of a microscope that I understand is so powerful that it could blow this basketball court up to the size of the state of Maryland.

And I'm especially glad to be here at the graduation ceremony for the College of Education and Human Development. In the coming years, no one will do more to shape the future of our country than those who shape the future of our children - our teachers, school administrators, guidance counselors, and coaches, and health professionals. In other words: all of you.

Now, I have to admit: I'm biased. I come from a family of teachers. Both my parents were teachers. Both my grandfathers were too.

No one my age can remember our favorite accountant or lawyer - or even HHS Secretary - but we can all remember a favorite teacher or coach because they touched our lives.

And ALL of you will have that rare opportunity to leave a lasting mark on the lives of others.

Now, I know that when I talk about the importance of education to this audience, I'm preaching to the choir. You wouldn't be here tonight if you didn't believe in the power of education to transform lives and open the doors to opportunity.

The parents and family members here believe in education. That's why so many of you worked longer hours or extra shifts or a second job so that your children could have the opportunities that you missed.

And I know the graduates believe in the power of education. You could have studied anything in college, but you chose this. And I don't think you did it to get rich.

But tonight, one point I hope you take with you is that the impact of your work extends far beyond even the lives of your individual students.

The world is changing. The number of jobs that require more than a high school degree is rising steadily. At the same time, more and more companies have the ability to set up shop anywhere they have a laptop or an internet connection.

For these companies, the only question that matters is where are the best people? Where is the best talent? It's why internet start-ups move to Silicon Valley. It's why UTSA is so important to the future of San Antonio.

But we're not the only country that's figured this out. Around the world, other nations are investing in education, hoping to attract the industries of the future and the jobs that come with them.

The result is that America is losing its greatest competitive edge. A generation ago, we led the world in the share of young adults with a college degree. Now, we're ninth.

As President Obama has said, we will be able to out-compete the rest of the world in the future ONLY if we also out-educate the rest of the world.

That means your work has never been more important than it is today. Our most precious natural resource - our children - are in your hands.

That may sound like a lot of pressure, but I know that your families and UTSA have prepared you well. And as you head out to begin your careers, I want to give you one piece of practical advice.

When we talk about the development of our young people, we often focus on academics. We talk about reading and writing, math and science. And these skills are all incredibly important. You can't succeed without them.

But the more we study what makes young people successful, the more we realize that academic skills are just one piece of the puzzle. Young people also need to build self-esteem and learn how to get along with others. They need to be physically safe, get good nutrition and exercise, and get the right health care. And nothing's more important than having a loving and engaged family, or even just one caring adult who's a mentor.

For young people to succeed, they need all the pieces of the puzzle. You understand this here at UTSA. That's why this is the College of Education and Human Development.

But I encourage all of you, no matter what career you go into, to see your job not as teaching one skill or subject or sport, but as doing your part to help young people develop as happy, healthy, and whole human beings. That's how you'll make the biggest difference.

Graduations are days when we look backwards and forward. You look back to the journeys you took to get here and at the people who helped you along the way. And you look forward at all the possibilities ahead of you.

As you move on to the next stage in your own journeys, I hope you will remember how you feel today. Because someday in the future, there will be some young man or woman sitting where you are today, thinking back to that people who helped them get there. And they will be thinking about YOU.

And on those hard days, when you're wondering if it's all worth it - and you will have those days; we all do - I hope you will remember the young men or women whose lives you've influenced, and realize how incredibly valuable you are. There's no work that's more important - for your students, for your community, or for your country.

Gustavo Guerrero's anthology of Latin American poetry includes fifty-seven poets from nineteen Latin American countries and, curiously, one from the United States. This selection aims to present the works of a new generation of poets born between 1959 and 1979. While a number of these poets began publishing as early as the 1980s and today range between thirty and fifty years of age, all now have many collections of poetry to their credit and have achieved recognition, not only in their respective countries but also internationally.

In his lengthy yet lucid introduction, Guerrero indicates that the point of departure for this anthology is the generational kinship that this group of poets enjoys. He points out that these poets share the legacy of Latin American modernism, led by Ruben Dario in the nineteenth and early twentieth centuries, the experimental works of the Latin American avant-garde period of the 1920s and '30s, as well as the diverse social and political impulses of the poetry published in the 1960s and '70s. While this newer generation of poets rarely pays direct tribute to any of these traditions, their own lives have witnessed other more recent historical turning points, such as the fall of the Berlin Wall, the attacks of September 11, and the impact of the Internet and the digital age--which is to say that they are the product of globalization and postmodern values. Their attitudes express "una vocacion desmitificadora radical, desacralizadora y antianacronica," which gives little credence to "la concepcion profetica del poeta ni en su trascendencia en si"; instead, their poetry expresses a larger awareness of a linguistic consensus in Latin America, while also acknowledging the regional particularities of the Spanish language throughout Latin America. While marked by a keen sense of individualism, this new poetry does not adhere to any given school of poetry, dogma, or ideology, and is best characterized by its heterogeneity and diversity. Within this realm, Guerrero acknowledges that new cultural and social realities since the 1980s have also required the creation of a new poetic discourse.

This anthology contains a large number of poets, which is a plus; however, this multiplicity of voices also indicates that the rise of a particular poet, whose writings can establish a milestone for Latin American poetry, has yet to surface. Key figures could very well turn out to be Eduardo Chirinos, Lorenzo Helguero, and Julio Trujillo, not to mention the excellent works of Juan Carlos Ramiro Quiroga, Liliana Wittner, Mayra Santos-Febres, Fabian Casas, Otoniel Guevara, or Tedi Lopez Mills, among others. All in all, their poetry leaves us with a certain nostalgia for the verses of Cesar Vallejo, Pablo Neruda, Nicanor Parra, Ernesto Cardenal, and Jose Emilio Pacheco, whose ground-breaking legacies in Latin American poetry still remain at the forefront. One could also bemoan the absence of other poets in a volume of this nature (after all, an anthology will never please everyone). LIKE an Ashley Cole backpass, there's always a nervous air around the release of a Pro Evolution Soccer title.

Will it be as good as FIFA? Will it be as fluid and slick as previous versions? Will I have to spend hours changing the team names for real team names?

Despite the progression the FIFA titles have made in recent years, there's still that little something extra which gives Pro Evo the edge in the battle for football gaming greatness and this year looks like being no different.

The graphics are as we've come to expect and, just as FIFA are beefing up the gameplay in their title, Pro Evo are doing the same when it comes to presentation against the rivals.

Verizon Appeals to New Jersey Regulators for Larger Wholesale Rate Hike.

May 26--Verizon wants state regulators to reconsider their decision last month on wholesale phone rates.

In papers filed with the New Jersey Board of Public Utilities late Monday, Verizon said the board's April decision violated federal law and resulted in "unlawful confiscation of Verizon New Jersey's property."

Verizon is angry with the BPU for granting a 14 percent increase on wholesale phone rates that Verizon charges competitors. The company had asked for a 57 percent rate increase, and said jobs and investment were at stake.

The move is the latest in a long-running battle refereed by the BPU that pits former Baby Bell Verizon against rivals such as AT&T and MCI, which lease parts of Verizon's network at government-set prices in order to sell local phone service.

Last week, Verizon said the BPU's decision resulted in the company scaling back a $250 million investment to bring super-high-speed Internet service to 34 Bergen County towns. Instead, Verizon will roll out service in seven communities this year.

In its filing Monday, Verizon criticized the BPU's decision, saying New Jersey's low wholesale rates give rivals a free ride.

"We were not satisfied the first time around and we've been consistently saying that artificially low rates discourage investment and force us to subsidize our competitors," said Verizon spokesman Rich Young.

AT&T scoffed at Verizon's request to reopen the case.

"Verizon continues to poke its finger in the eyes of New Jersey citizens," said AT&T spokesman Ed Bergstraesser. "The company wrangled a 14 percent increase in wholesale rates just last month, and now it seeks to pad its victory with an even higher increase."

As Verizon and its rivals fight on the state level, a wider battle is being waged on the federal level.

In March, a Washington, D.C., Circuit Court of Appeals tossed out rules requiring Baby Bells such as Verizon to lease parts of their network to rivals such as AT&T at a discount. The rules originated in 1996 when a federal law was passed aimed at creating a competitive local phone market.

The court ruling has led the big phone companies -- at the urging of federal regulators -- to sit down and negotiate wholesale rate agreements. Although Verizon and other Baby Bells have reached agreement with a handful of smaller companies, none of the major carriers has made any progress striking deals.

Although it is not yet clear what might happen on the federal level -- the government has until the end of June to decide whether to appeal the case to the U.S. Supreme Court -- Verizon, in its filing with the BPU, argued that state regulators should reconsider how they set wholesale rates in light of the circuit court decision.

A BPU spokesman said the board received Verizon's motion but has not yet set any schedule to review it.

Last week, well-regarded federal judge Milton Pollack threw out class action cases brought against Merrill Lynch and its once high-flying analyst Henry Blodgett for pushing two Internet stocks. If the motion to dismiss stands, that's the end of the matter -- setting a very dangerous precedent that could apply to all the cases against Merrill or to all the analyst cases in general. One of the stocks Blodgett was pushing was 24/7; based on the Merrill data that has already been released as a result of Eliot Spitzer's investigation, it's clear that Blodgett and others at Merrill were pushing the stock despite knowledge of real problems at the company. They pushed the stock to receive lucrative investment banking fees, but unless the matter is overturned on appeal, Merrill, Blodgett will be off the hook with only the fines that they paid to regulatory authorities. Investors with losses will be limited to submitting claims to very small settlement funds that have been established.

Commentators have suggested that some of the cases might be stronger against Citibank Salomon Smith Barney and its former analyst Jack Grubman -- these cases might survive a motion to dismiss. They argue that Grubman knew more negative information about the problems of some of the companies he touted. But that distinction could prove to be illusory. Of course, investors can pursue individual arbitration claims, but it may be difficult to get many attorneys to handle these cases. Unless individual investors have records to show actual direct reliance on the analyst reports when making their investment decisions these may be difficult cases to win. In other words, the score is Wall Street: 1, Main Street: 0.
